South-West DAMA: Bridging Skills Gaps, Building Futures

meet455952
The South-West Designated Area Migration Agreement (DAMA) is not just another skilled migration program; it is a crucial solution for businesses in the region facing challenges in finding suitable talent. With the local workforce stretched thin, this initiative offers a clear and structured pathway for employers to bring in skilled international workers. This ensures that businesses remain competitive and continue to thrive.
Why the South-West DAMA Matters
The South-West region is booming—but with that growth comes a serious workforce shortage. In fact, according to the Chamber of Commerce and Industry WA (CCIWA), 31% of businesses in WA cite skilled labour shortages as the biggest barrier to growth. That’s where the South-West DAMA steps in.
This agreement, originally signed in December 2021 and expanded in August 2024, allows businesses to access a broader range of occupations and provides key concessions to streamline the hiring of overseas workers.
This means:
✅ More occupations eligible for employer sponsorship
✅ Easier access to skilled talent when local recruitment efforts fall short
✅ Custom concessions for salary, English language, age, and permanent residency pathways
The Shire of Dardanup serves as the Designated Area Representative (DAR), overseeing the endorsement process before businesses apply for a Labour Agreement with the Department of Home Affairs.
Who Can Apply?
If your business is located in any of the following South-West local government areas, you may be eligible to access the DAMA:
📍 City of Bunbury
📍 City of Busselton
📍 Shire of Augusta-Margaret River
📍 Shire of Boyup Brook
📍 Shire of Bridgetown-Greenbushes
📍 Shire of Capel
📍 Shire of Collie
📍 Shire of Dardanup
📍 Shire of Donnybrook-Balingup
📍 Shire of Harvey
📍 Shire of Manjimup
📍 Shire of Nannup
If you’ve been advertising locally and struggling to find skilled workers, the South-West DAMA could be your solution.
What’s in It for Employers?
Beyond simply filling job vacancies, the DAMA ensures that international workers are treated fairly and receive wages and conditions comparable to Australian workers. Here’s what makes this agreement so valuable:
🔹 Access to More Occupations – Certain roles that don’t fall under the standard skilled migration program may be eligible.
🔹 Flexible Age Limits – Depending on the skill level, visa applicants may be eligible up to 50 or even 55 years old.
🔹 Lower English Language Requirements – Certain roles allow for reduced English proficiency thresholds.
🔹 Salary Concessions – Some occupations qualify for a Temporary Skilled Migration Income Threshold (TSMIT) concession.
🔹 Pathway to Permanent Residency – Skill level 1-5 occupations may be eligible for PR via the Employer Nomination Scheme (ENS) 186 visa after just two years on a DAMA 482 visa.
What’s Changed in 2024?
Expanded Occupation List – More roles added to address South-West skills shortages.
TSMIT Increase – From July 1, 2024, the new salary threshold is $73,150.
482 Visa Replacement – From December 7, 2024, the new Skills in Demand (SID) 482 visa replaces the old TSS 482 visa.
